Wayne Harris

Deputy Chief Wayne Preston Harris (Ret.) served for over thirty years with the Rochester New York Police Department. Following his retirement, Wayne founded CommGage Consulting to continue his work of community engagement. CommGage works to see a world where differences are addressed peacefully, and relationships are built through open dialogue, understanding and cooperation. Their mission is to engage with communities, businesses, and individuals in facilitated, open dialogue to address areas of concern such as community engagement, police/community relations, violence reduction, youth advocacy, implicit bias, procedural justice, and racism.

He is a former National Executive Board member of the National Organization of Black Law Enforcement Executives (NOBLE), a national public speaker, recruiter, and member of the Board of Directors for the Law Enforcement Action Partnership (LEAP), and a member of the Board of Directors for the M.K. Gandhi Institute for Nonviolence.

Deputy Chief Harris’ philosophy on public service is based on accountability, trust, and respect. He feels that law enforcement agencies, as well as the citizens they serve, are mutually responsible for the welfare of their community. As such, he believes strongly in establishing partnerships with community stakeholders to address all quality of life concerns. He holds instructor certifications in general topics, firearms, Implicit Bias and Procedural Justice. He holds a Bachelor of Science degree from Roberts Wesleyan College in Organizational Management, and he is a graduate of the 244th session of the FBI National Academy.
